Vietnam Airports Corporation is a one-member limited liability company with 100% charter capital owned by the State, operating under the model of Parent Company - Subsidiary Company.
ACV is an enterprise with the largest scale of transport exploitation, investment management and construction of aviation infrastructure in the country, multi-industry and multi-field activities with 9 subsidiaries, affiliated companies and joint ventures. Timeline of Establishment & Development of Vietnam Airports Corporation today is marked through three stages:
From 1975 to 1990: took over the airport after the war; From 1990 to 2012, more airport clusters and ports were established; From February 8, 2012 to present: established Vietnam Airports Corporation on the basis of merging three Northern, Central and Southern Airports Corporations.
  • Phase 1: From 1975 – 1990:
Vietnam's airports are under the management and operation of the General Department of Civil Aviation of Vietnam, operating under the military regime, subsidized, and accounting for the entire industry. At that time, in addition to the "unique" gateway to the outside world, Bangkok, Vietnam Airlines only operated a domestic flight network to 13-15 airports (some airports operated intermittently), with only 800,000-900,000 passengers passing through each year, and a transport output of only 300,000-500,000 passengers/year. Except for Tan Son Nhat, which has night flights from Air France and a few irregular landing airlines, other airports only have a few domestic flights. Even Noi Bai and Da Nang from 5pm onwards are "as empty as Ba Danh pagoda". Dien Bien, Na San, Phu Bai, Vung Tau, Lien Khuong airports... only have 1-3 flights a week. However, the level of enjoyment and income of everyone and every unit in the entire industry is the same.
  • Phase 2: From 1990 – 2010:
When the Vietnamese aviation industry left the military, returned to the Ministry of Transport, became a civil economic sector, operating in the direction of business accounting, requiring the apparatus to change. In the years 1992-1996, the State gradually separated the management agency from the production and business sector. The CAAV managed the state of the entire industry, with airports and airlines accounting separately. From here a problem arises: at large airports such as Tan Son Nhat, Noi Bai and Da Nang, commercial aircraft operate a lot so they are profitable or temporarily enough to cover expenses. Small airports only have a few flights a week, facing many difficulties, but also need to have enough regulations such as flight management, security, safety, commerce, exploitation... so revenue is not enough to cover expenses, on average each year each airport loses a few billion to several tens of billions of dong.
To maintain the operation of local airports, contribute to regional socio-economic development, ensure national defense and security, and maintain exploitation of the domestic market, the Vietnamese aviation industry has established airport clusters. The North takes Noi Bai as the center, called the Northern Airport Cluster, responsible for managing and coordinating human, financial and technical resources to maintain and develop airports of Dien Bien Phu, Na San, Cat Bi... The Southern Airport Cluster takes Tan Son Nhat as the center, managing and coordinating all aspects of maintaining operations and developing the airports of Buon Ma Thuot, Phu Quoc, Rach Gia, Con Dao, Lien Khuong, Can Tho, Ca Mau... Da Airport Da Nang manages and coordinates small airports in the Central region such as Phu Bai, Pleiku, Cam Ranh, called the Central Airport Cluster. However, because Da Nang has a lower operational intensity than Tan Son Nhat and Noi Bai, there are times when revenue is not enough to cover expenses, so the CAAV has to coordinate finance and human resources... from Tan Son Nhat and Noi Bai to meet development needs. When HK port clusters changed into Northern, Central and Southern Port Corporations, but there were no major differences in functions and tasks...
  • Phase 3: From 2011 to present:
In recent years, the airport system has developed to a new stage. In 2011, the number of passengers passing through ports reached 35.7 million (an increase of 13.1% compared to 2010), the total transport market reached 23.7 million passengers (an increase of 13%), goods reached 420,000 tons (an increase of 17.1%)... Most airports have double-digit growth rates, creating a need for new construction, upgrading and repair of terminal infrastructure and runways. wings, equipment... with huge investment capital. Meanwhile, state budget capital invested in aviation infrastructure can only meet about 20-30%, ODA capital allocated to the aviation industry is limited, requiring Airport Corporations to mobilize all resources, and at the same time proactively source investment capital, especially own capital plays an important role.
On February 8, 2012, the Ministry of Transport issued Decision No. 238/QD-BGTVT to merge the three airport corporations of the North, Central and South to concentrate resources and solve all capital problems, meeting the inevitable development trend of the country's economy, bringing The breakthrough development of the airport system throughout the country - Vietnam Airports Corporation was born from here.
