- The predecessor of Ha Long Investment and Consulting Joint Stock Company (HALCOM) is Duong Thanh Water and Environment Company Limited (W&E Ltd) established on July 2, 2001. The company operates in the main fields of water supply and drainage consulting and environmental - social.
- In 2002, the Company began participating in a loan project from the World Bank (WB).
- In 2003, for the first time, the Company cooperated internationally with Soil and Water Company (Finland) and independent consultant Douglas Martin (Australia) to sign two contracts to prepare a Resettlement Action Plan (RAP) and an Environmental Impact Assessment Report (EIA) for four cities: Hai Phong, Nam Dinh, and Can Tho. and Ho Chi Minh under the VUUP project with WB loans. From these two contracts, the Company has demonstrated its capacity and serious attitude to the 4 Management Boards in the above 4 provinces and cities and expanded its operations, signing many other consulting contracts for all 4 Management Boards, including construction supervision contracts, feasibility report contracts and detailed designs for upgrading urban area infrastructure, RAP/EIA supervision contracts, etc.
- In 2004, the Company changed its name to Thang Long Infrastructure Development Company Limited (InfraTL).
- In 2006, the Company entered into a joint venture with Carlbro Company (Dan Mac̣ h) and won the management and supervision package for Drainage Project 1B, phase 2, Hai Phong city. The budget for the 2 million USD bidding package is non-refundable aid from the Finnish Government through the WB. Also in 2006, for the first time, the Company led a joint venture including Hannu Vikman Consulting (Finland), PricewaterhouseCoopers (Belgium), Mediconsult and Hai Phong Urban Traffic Consulting Company (HP-TCCIC) to win the international bidding package selected by the Finnish Embassy in Vietnam. That is a consulting contract for the Vietnam Preferential Credit Program sponsored by the Finnish Government.
- In 2007, together with Angkasa company of Malaysia, the Company participated in winning the bid to prepare a feasibility report and detailed design for upgrading the urban area of the Tan Hoa - Lo Gom outer basin, component project 5&6, under the Ho Chi Minh City Urban Upgrading project, with WB loan. On July 2, 2007, to suit the development process and business orientation, the Company transformed into a Joint Stock Company and changed its name to Thang Long Infrastructure Development Joint Stock Company (Infra-Thanglong) with a charter capital of 7 billion VND, later increased to 11 billion VND and then 25 billion VND.
- In 2009, the Company began to expand its activities into the field of Water Investment. Thuan Thanh Water Joint Stock Company was established with an initial charter capital of 22 billion VND, later increased to 44 billion VND, of which the Company owns 90%. Thuan Thanh Water Project officially started construction in 2009, and officially provided clean water to Ho town, neighboring communes and industrial parks in Thuan Thanh district, Bac Ninh province since November 2011. Thuan Thanh water plant is invested and built in the form of BOO. The capacity of phase I to 2015 is 5,500m3/day and night. Currently, the Company is continuing to invest to expand water supply to communes Gia Dong, Nguyet Duc, Song Lieu, Ngu Thai, Thua Thanh district (Bac Ninh)... with plans to increase capacity to 12,000 m 3 / day and night, completed in August 2016.
- On October 7, 2013, the Company officially changed its name to Ha Long Investment and Consulting Joint Stock Company (HALCOM) with the purpose of restructuring the organization, emphasizing two business lines: Consulting and Investment, more consistent with the Company's business strategy. The company also began implementing a Compliance Program called CCP, signed with the World Bank. The company increased its charter capital to 35 billion VND
- In the period 2013 - 2014, the Company completed the increase in charter capital from 35 billion VND to 60 billion VND.
- In 2015, to expand production and business activities, the Company increased its total charter capital to 300 billion VND to deploy the following projects: Phase 2 Thuan Thanh Water Plant, Bac Ninh, Hung Long Water Plant, Hung Yen, Luong Son brick production project, Hoa Binh. In addition, the Company also contributes capital to invest in other companies to implement BOT projects on transportation and wastewater treatment in Can Tho, and is continuing to develop wastewater BOT projects in Uong Bi, Quang Ninh, etc.
- On July 11, 2016 at the Ho Chi Minh City Stock Exchange, all 30,000,000 shares of Ha Long Investment and Consulting Joint Stock Company were officially listed and traded for the first time at the Ho Chi Minh City Stock Exchange
- On April 2, 2017, the Board of Directors decided to disband the Water Center to establish a member company called HALENCO to carry out consulting and construction of water and environment projects from April 2017.
