Founding history:
- Power Construction Consulting Joint Stock Company 3 is one of four consulting units of Vietnam Electricity Group;
- The Company's predecessor was the Electrical Design Department under the Southern Electricity Company (1975). Due to the need to develop power sources and grids, on February 13, 1979, the Ministry of Electricity and Coal issued Decision No.: 04/DT/TCCB to establish the Electrical Planning and Design Sub-Institute to replace the Electrical Design Department of the Electricity Department. - In 1995, after the establishment of Vietnam Electricity Corporation (1995), the Energy Center was separated from Electricity Company 2 and transferred directly to Vietnam Electricity Corporation according to Decision No.: 429/ĐVN-TCCB-LD dated June 24, 1995;
- On April 7, 1999, according to Decision No. 17/1999/QD-BCN of the Minister of Industry, decided to convert the Energy Center into Power Construction Consulting Company 3;
- On January 26, 2007, according to Decision No. 335/QD-BCN of the Minister of Industry, decided to approve the plan and convert Power Construction Consulting Company 3 into Power Construction Consulting Joint Stock Company 3.
- Listing shares on the stock exchange at Hanoi Stock Exchange. The first stock trading session was conducted on December 1, 2009

Power Construction Consulting Joint Stock Company 3 is one of four consulting companies of Vietnam Electricity Group specializing in consulting on the construction of power source and grid projects such as: thermal power plants, hydroelectric plants, roads power transmission lines, transformer stations, renewable energy projects and other industrial projects, including:
- Topographic, geological, hydrometeorological investigation of power source and grid projects;
- Elaboration of electricity development planning for provinces, cities, districts, towns, towns, industrial parks and electricity centers;
- Consulting on investment projects, technical designs, total investment, construction drawings and total estimates of power plant projects, transmission lines and transformer stations from 15kV to 500kV;
- Consulting on investment projects, design, total estimates of renewable energy projects, other civil and industrial projects;
- Consulting in preparing bidding documents, organizing bidding and evaluating bids for procurement of equipment, supplies, construction and installation domestically and internationally;
- Consulting on construction supervision and project management of power source and grid projects;
